[roll] Roll fuchsia [starnix] Cache thread KOID in TaskLiveState

Retrieving the KOID of a Zircon thread object requires invoking
the zx_object_get_info syscall. During task lifecycle events,
context switching, and trace mapping, the KOID of the active
thread is repeatedly queried.

This change caches the thread KOID in TaskLiveState upon creation.
