[roll] Roll fuchsia [dwc3] Validate endpoint max packet size against FIFO limit In ConfigureEndpoint, validate that the requested max packet size for an IN endpoint does not exceed its physical FIFO size. If it does, reject the configuration with ZX_ERR_INVALID_ARGS. This provides defense-in-depth protection against underflow in case the upper layers (usb-peripheral) misconfigure the endpoints. Define GHWPARAMS0 and GTXFIFOSIZ registers. Add a unit test ConfigureEndpoint_FifoTooSmall to verify this.
