[roll] Roll fuchsia [amlogic-display][astro][panel] Update init sequence for P070ACB_FT.
This updates the initialization sequence of P070ACB_FT
so that it matches the code provided by the Astro bootloader.
The location of the initialization code in the bootloader is
in go/astro-bootloader-panel-initialization-code (internal only).
Test: (1) core.astro booted with kernel argument
driver.amlogic_display.full_hardware_reset=true,
(2) Turn off the panel and then turn on the panel.
`display-tool squares` shows animated squares.
The tests above were performed on an Astro device with the
P070ACB_FT panel.
