[roll] Roll fuchsia [goldfish] Add GOLDFISH_OPTIMAL format modifier to Display frame buffer.

For each format, sysmem treats the format with linear modifier
and goldfish optimal modifier as two different formats, and all
clients should have a shared format.

In Escher and goldfish Vulkan  driver, we've specified that both
LINEAR and GOLDFISH_FORMAT modifier can be used for a display
frame buffer image, thus we need to do the same thing in the
display driver.

TEST=scenic_pixeltest works after we switch to goldfish optimal
     format in goldfish Vulkan driver.
