[roll] Roll fuchsia [overnet][hoist] Drastically raise socket connect timeout When hoist establishes an ascendd connection, we have a timeout around connecting to the socket. That's just connecting, not any transactions on the socket. Socket connection either succeeds or fails instantaneously. Connecting itself will never time out. The async API for Unix sockets also waits for the socket to become writable. Sockets become writable more or less immediately, barring some esoteric conditions I haven't been able to reproduce manually. The best assumption is that those conditions are load-related, and thus will clear eventually, so we should be generous with the timeout.
