[roll] Roll fuchsia [overnet][hoist] Drastically raise socket connect timeout

When hoist establishes an ascendd connection, we have a timeout around
connecting to the socket. That's just connecting, not any transactions
on the socket.

Socket connection either succeeds or fails instantaneously. Connecting
itself will never time out. The async API for Unix sockets also waits
for the socket to become writable. Sockets become writable more or less
immediately, barring some esoteric conditions I haven't been able to
reproduce manually. The best assumption is that those conditions are
load-related, and thus will clear eventually, so we should be generous
with the timeout.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
