[roll] Roll fuchsia [bind] Create string-based deprecated keys

Add the fuchsia.bind library for the
deprecated keys.

Modified bindc so that it outputs slightly
different variable names to avoid conflicts
with binding_priv.h.

Update the compiler so it resolves integer keys to
the string-based deprecated keys in the matching
process.
