  "message": "[roll] Roll fuchsia [components][dictionaries] Extension is on demand\n\nCurrently, when a dictionary that has `extends` is routed, dictionary\nextension is performed once, and that extended dictionary is cached and\nreused on subsequent routing requests.\n\nInstead, this change makes it so that the extension is performed anew on\nevery route.\n\nThe reason for this change is to prepare for `extends program`, which\nneeds these semantics because the dictionary being extended will change\nif the program is restarted. With this, `extends \u003cother\u003e` will be\nconsistent with `extends program`.
