  "message": "[roll] Roll fuchsia [driver_runtime][rust] Avoid using \u0027static dispatcher refs in tests\n\nAdds a new kind of dispatcher smart pointer called `AutoReleaseDispatcher`\nthat mostly acts like an `Arc` and vends out references that mostly act\nlike `Weak` but with tighter controls over cloning and copying and\nupgrading.\n\nThis lets us use this type in tests to make sure we\u0027re not doing\nweird things with the extremely permissive `DispatcherRef\u003c\u0027static\u003e`.
