[roll] Roll fuchsia [storage] Add storage_ptr_slice library and unit tests
Introduces the `storage_ptr_slice` (`ptr_slice`) library, which provides
safe wrappers (`PtrByteSlice` and `MutPtrByteSlice`) for raw pointer
byte slices. This is intended for safe handling of cross-process shared
memory (VMOs) without violating Rust's aliasing guarantees.
Also adds comprehensive unit tests for `chunks` and `chunks_mut`
alignment and size assertions, and integrates them into the build graph.
Test: Added unit tests in lib.rs; ran `ptr_slice_test` (host) and
`ptr-slice-test` (target) and verified they pass.

Third party projects should have their own subdirectory in ./third_party.
