[roll] Roll fuchsia [fint] Show stderr when error file read fails

When Ninja fails early (e.g., due to a dependency cycle), it may not
produce a valid JSON error log. In this case, `fint` would fail with a
confusing "failed to read ninja errors file" error caused by
`unexpected end of JSON input`, e.g.
https://ci.chromium.org/b/8684912729581460001

This change updates `fint` to fall back to showing the trimmed
`ninjaStderr` if reading the JSON file fails (and stderr is not empty).
This preserves the actual Ninja error as the failure message.
