[roll] Roll fuchsia [ffx] Migrate repository server commands to concrete errors
Migrate ffx repository server 'start', 'stop', and 'list' sub-plugins
to strongly-typed concrete error types (RepoStartError, RepoStopError,
RepoListError) deriving #[derive(FfxError)].
Completely eliminate manual pattern-matched error serializations
inside command main entrypoints, replacing them with standard Rust
? propagation. Optimize start's ownership semantics to consume the
writer natively on foreground paths, removing all clone requirements.

First install Jiri.
Next run:
$ jiri init $ jiri import minimal https://fuchsia.googlesource.com/integration $ jiri update
Third party projects should have their own subdirectory in ./third_party.
