[roll] Roll fuchsia [sys] Support adding a new C++ FIDL bindings protocol in OutgoingDirectory Since RealmBuilder still interfaces with OutgoingDirectory, doing this small addition lets us smoothly use the new C++ bindings with those libraries, such as when writing binder tests. Adds a test for it. Also moves the existing test server impl under a named namespace. Anonymous namespaces in headers are against the style guide.
