[roll] Roll fuchsia [kernel][x86] Use [[gnu::target("fsgsbase")]] in place of -mfsgsbase

Instead of compiling all kernel code with -mfsgsbase, just use
the function-granularity attribute to enable it on the few
functions that are intentionally using the intrinsics for the new
instructions where they're safely guarded by CPU feature checks.
