[roll] Roll infra/recipes [rustdoc][recipes] Leverage default actions.json path

The rustdoc-link tool saves an actions.json file.

Remove the explicit --save-actions-to option, and leverage the default
path, which is now {--output-base}/actions.json.

A previous CL I9367beb02b48e3628a2d9f057d0bf1d9d284ea5b set the flag
to enable a cross-repo change to the default path that the
rustdoc-link tool wrote actions.json.

It is removed here because the cross-repo change is complete.
