[roll] Roll fuchsia [bt][sunstone] Implement mpsc channel

This CL implements an async multi-producer single-consumer channel
built on top of a generic sapphire-collection's `Storage` and
sapphire-sync's Mutex.

The configuration enables use in constrained embedded, multiple threads,
and is allocation safe (i.e. allocation errors are propagated to the
client)
