[roll] Roll fuchsia [kernel][vm] supply_pager_vmo_pages: out_pages starts at zero

Previously, supply_pager_vmo_pages would write its first output page to
out_pages[page_offset].

Now, supply_pager_vmo_pages writes its first output page to
out_pages[0].

This makes it easier to prepare a call to supply_pager_vmo_pages.
Previously the caller would have to create an over-sized pages array
with size page_offset + num_pages, even though the function would only
write out num_pages pages.
