[roll] Roll fuchsia [usb][cli] Add interactive health and inspect diagnostics

Enhance `usb-cli` with advanced interactive subcommands to query and
decode both USB policy health status and device-side Inspect diagnostics.

- Add `-H`/`--health` flag to query and format `fuchsia.usb.policy.Health`
status reports. Includes fallback logic to query '/exposed' if '/svc' is
not yet available (e.g., in early boot serial console).
- Add `-i`/`--inspect` flag to retrieve, decode, and print detailed,
chronologically sorted USB Inspect diagnostics across the system.
- Add `-a`/`--all` flag to print both health and inspect diagnostics.
- Add `-h`/`--help` for usage instructions.

   and fx shell.

Test: usb-cli -i, usb-cli -H, and usb-cli -a work in serial console
