[roll] Roll fuchsia [gemini] Remove destructive command confirmation rule

Remove the rule in GEMINI.md instructing agents to prompt for explicit
user confirmation before running destructive commands (fx clean, ffx
target flash, fx ota).

Asking for confirmation on these commands interrupts automated workflows
and pair-programming tasks where executing device flashing or clean
builds is the intended operation requested by the user. Tooling and CLI
interfaces handle required safeguards or user confirmations directly.

Test: None, documentation change.
