[roll] Roll fuchsia [audio][assembly] legacy_driver_tools (8/11)

Add new granular virtual audio structured-config flags
- `virtual_audio: { legacy: True }`
- `legacy_driver_tools: True`
to Core, Terminal, and Workbench product configurations
(products/core/BUILD.bazel, products/terminal/BUILD.bazel,
products/workbench/platform_config.bzl).

This establishes the specific required virtual audio drivers and tools
for each product type without changing assembled image size yet (0 KiB
difference while `driver_tools` still contains migration values).

Once assembly rules cut over in CL 9/11, this configuration enables
Core to shed modern VAU, legacy VAU and driver utilities (320 KiB),
and enables Terminal to shed the modern virtual-audio driver and VAU
(64 KiB).

The overall intentions are to remove legacy aspects from modern
builds, remove modern aspects from older product builds and remove
easily-added tools from the base core build image.

In all these changes reduce the arm64 binary size of
- core builds:                       752 KiB
- minimal builds:                    466 KiB
- fuchsia_internal-based ENG builds: 466 KiB

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
