[roll] Roll fuchsia [build][rbe] Remove sys.path boilerplate

Now that scripts/hermetic-env automatically populates PYTHONPATH with
the Fuchsia source tree root (FUCHSIA_DIR), build scripts executed
under fuchsia-vendored-python resolve in-tree absolute imports natively.

Remove dynamic sys.path.insert boilerplate across build/rbe/ and add
the repository root to python_with_pb_test.sh's PYTHONPATH.
