[roll] Roll fuchsia [bazel] Make run_fuchsia_bazel_sdk_tests() support `target_cpus` Make the template accept a list of target CPU values, instead of a single one, in order to greatly simplify call sites. This also ensures that the output base and output user root are shared between all CPU architectures, which make running the test suite slightly faster, and using a little less disk space.
