[roll] Roll fuchsia [power] Accelerate SAG event buffer stats test
The integration test for verifying the at-capacity history duration
stats previously relied on waiting for slow, throttled suspend-resume
cycles (100ms each) to fill the 6144-event buffer. This was guaranteed
to exceed the 60-second test runner timeout (taking ~154 seconds under
ideal conditions).
Accelerate the test by generating buffer-capacity events using a rapid
batch loop of wake leases, which executes in a few seconds.
