[roll] Roll fuchsia [aml-g12-tdm] Use SDK pdev library

Make the aml-g12-tdm and aml-g12-tdm-dai driver use the
//sdk/lib/driver/platform-device/cpp SDK library in order to interact
with the platform device.

Refactor the GN targets of the drivers and their tests in order to avoid
specifying duplicate dependencies.
