[roll] Roll fuchsia [kernel][memalloc] Introduce an "access callback"

Abstractly, this change introduces user-prescribed callback used by Pool
to make the address ranges the Pool uses 'accessible', which includes
the memory that the Pool itself uses for bookkeeping, as well as any
allocations.

In practice, this will be used on arm64 to clean cache ranges before we
read them, to ensure these accesses will be coherent with those after we
re-enable caches.
