[roll] Roll fuchsia [inspect][bench] Benchmark Inspect hierarchy creation

Measure how long it takes to parse a randomly filled VMO
into a DiagnosticsHierarchy.

This will let us compare various VMO-parsing algorithms with perfcompare.

(Rename the "snapshot" component back to "reader" and add the
benchmarks to the "fuchsia.rust_inspect.reader_benchmarks" set.)
