[roll] Roll fuchsia [starnix] Update uname to check persona

uname currently just returns the 64 bit ARCH_NAME. On linux, updating
the personality updates the machine value of uname. We should also be
checking the persona to decide what to return as the machine name.

The persona can be "PER_LINUX" or "PER_LINUX32" and `uname -m` should
return the 64-bit arch name or the 32-bit arch name accordingly.
