[roll] Roll fuchsia [rust] Don't call functions in `.ok_or(...)`-like combinators.
These functions often allocate or do other expensive work that's not necessary
in the case where the "or" branch is not hit. Putting them in closures will
allow deferring the expensive work to the contexts that matter.
Updates a netstack test to use updated incremented IDs. Discussed
offline with connectivity team and should be safe.
