[roll] Roll fuchsia [build][idk] Ensure atom `type` values match when possible

Since the type of an atom is specified both in the schema argument and
in the actual metadata, verify the values are expected when they are
available in GN. They should always match except for when the argument
is "data", in which case the value in metadata must be different.
