[roll] Roll fuchsia [starnix] Add unit test for vDSO UTC clock updates

Add a test case `AdjustedTimeReflectedInVdso` to `time_test.cc` that
verifies that UTC clock updates (via `settimeofday`) are correctly
reflected in `gettimeofday` calls via the vDSO. This ensures that both
64-bit and 32-bit vDSO receive clock updates.

Configure `time_test` to run with `enable_utc_time_adjustment = true` to
allow it to mutate the UTC clock.

Verified by running `starnix_syscalls_cpp_tests` locally (x64) and
`starnix_arch32_syscalls_cpp_tests` via test-remote (arm64/arch32) on
VIM3.

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
