[roll] Roll infra/recipes [recipes] Integrate prepare_checkout into qemu

`min_baking_delay_days` defaults to 0, existing 0-day poller builder
behavior and test expectation files are completely unchanged. Baking
delay is being introduced to third party uploaders and git rollers to
support security goals.

To support the baking delay, we:
* After initial checkout, look for a commit (in each repository) that is
at least baking day delays old, if not, we return with the information
that more baking time is needed. We check out the baked commit
* Because commits have to bake, the build/uploader must be scheduled
rather than poll new changes, to prevent repeated builds of the same
commit, we check if the relevant package has already been uploaded to
  CIPD.
