[roll] Roll fuchsia [bazel] Add 'export_bazel_host_tests' build variable.

This adds a new GN build variable named 'export_bazel_host_tests'
which can be set to True in 'args.gn' to ensure that Bazel host
tests reachable from //build/bazel/host_tests:host_tests are
included in the generated `tests.json` file.

The main difference is that Bazel host test labels begin with
an `@` (e.g. `@@//build/bazel/host_tests/cc_tests:static_test`).

This also modified `fx test` to recognize these labels, and
build them separately from the GN test labels (using
`fx build --host --quiet` which does recognize them).

This can be tested locally with the following:

```
echo 'export_bazel_host_tests = "true"' >> out/default/args.gn
fx gen
fx test static_test
```

Where  `fx test` will find the test named host_cc_tests.static_test
and rebuild it with Bazel before launching it locally.

NOTE: This CL does not change testsharder and testrunner used by
infra to build, upload and run tests in CI, which is why this CL
is still experimental, and not enabled by default.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
