[roll] Roll fuchsia Add Rust support for KSpinlock and KEvent Introduce KSpinlock and KEvent to the ksync library to support spinlock and event synchronization in Rust kernel code. - Implement KSpinlock by wrapping RawSpinlock, which interfaces with Zircon's C++ SpinLock. - Implement KEvent by wrapping RawEvent, which interfaces with Zircon's C++ Event. - Add newtype InterruptSavedState to hide architecture-specific interrupt state details. - Add compile-time asserts in bindings.cc to verify layout compatibility for event and spinlock types between Rust and C++. - Add helper macros in zr for less verbose FFI initialization and destruction.
