[roll] Roll fuchsia [fuchsia-controller] Remove mistakenly added test sources

The static_*.py test sources added under
//src/developer/ffx/lib/fuchsia-controller/tests were mistakenly landed.
These sources do not contribute to any tests as they were replaced by
similar sources under //tools/fidl/fidlgen_python/tests.
