[roll] Roll fuchsia [fint] Use test package_label for affected tests analysis. See https://ci.chromium.org/p/fuchsia/builders/try/core.x64-release/b8843419589700401552? which has no affected tests versus https://ci.chromium.org/p/fuchsia/builders/try/core.x64-release/b8843403749997599136? which modified one of the same files as the CL the first builder ran on. The second build has an affected AEMU shard with 21 tests.
