[roll] Roll fuchsia [kernel][vm] PageSlabAllocator returns uninitialized memory

Changes PageSlabAllocator to deal with raw uninitialized allocations,
instead of objects. This change has a few different goals:
 * Allow for better decoupling of allocation and construction for cases
where different locks might be able to be held for each.
 * Simplify allocation of different typed, but similarly sized, objects
   from a single allocator.
