[roll] Roll fuchsia [fxfs] Create files and directories using mutable attributes

Fuchsia.io has mutable attributes (which includes creation time,
modification time, POSIX attributes like mode, uid, gid, and rdev).
This change allows files and directories to be created with these
mutable attributes.
