[roll] Roll fuchsia [devfs-factory] Migrate to new C++ binding.

This migrates the devfs-factory to the new C++ binding.
The filename will be changed in a separate CL to preserve
change history.

Test: flatland_display_compositor_pixeltest (with real display)
