[roll] Roll fuchsia [sestarnix] Unify policy object ID types

Unify UserId, RoleId, ClassId, ClassPermissionId, and AccessVector to
use the type-safe IdType wrapper (or new_policy equivalents), matching
the existing unification of TypeId. This provides type safety and
consistency across all policy object identifiers.

Specifically:
- UserId, RoleId, and ClassId are now type aliases to IdType.
- The redundant ClassPermissionId struct is removed in favor of
  PermissionId (IdType).
- AccessVector is unified with the new parser's implementation.
- All call-sites are updated to use from_u32() / for_test() and
  as_u32() / u32::from() instead of tuple struct constructors and
  .0 accessors.

This is a pure refactoring change to simplify review before introducing
classes and constraints parsing. It does not introduce any new parsing
logic.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
