[roll] Roll fuchsia [wlan] Fix event loop in test utils to avoid dropping events

This change updates the poll implementation for TestHelperFuture to check
if the main future is complete after processing each event in the batch.
This prevents events that arrive after the completion condition is met from
being discarded, which caused flakes due to missed scan events.
