[roll] Roll fuchsia [kernel][phys] Upgrade temporary hand-off pointer assertion

The use of a DEBUG_ASSERT() guarding temporary hand-off pointers being
used after hand-off was intentional: there will not be more phys
handoff data accesses in production builds vs. non-production ones, and
so the latter alone can act as the regression stop against
"use-after-free" access.

That said, there is no harm in enforcing this invariant uniformly as
these accesses are infrequent and only early in boot. So upgrading to
an ASSERT() gives us cheap enforcement and confidence of kosher access
across the board.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
