[roll] Roll fuchsia [kernel][vm] Track aspace Accessed instead of Active

Modifies the existing 'active' tracking of an arch aspace to more
explicitly track 'accessed', which is what it is used to infer.
Changing this definition is advantageous because on arm, due to its
software accessed flag setting, the 'active' aspaces over approximates
information that we actually know precisely, resulting in wasting work
due to unnecessary scanning.
