[roll] Roll fuchsia [elfldltl] Make TlsLayout explicitly constructible, comparable

This adds a two-argument constructor to TlsLayout so it can be
used from an external data source rather than only mutated from
its default-constructed state.  It also adds all the comparison
operators to TlsLayout.
