[roll] Roll fuchsia [ffx] Allow duplicated --machine arguments

In tests that uses ffx --machine json, if those tests are ported to a
framework using ffx-strict which also specified --machine json, we can
get the same argument twice. This should be acceptable, but the argh
crate will reject such invocations. So before calling argh's from_args()
we deduplicate such arguments (first checking that multiple uses
of "--machine" are in fact duplicate machine types).
