[roll] Roll fuchsia [doc-checker] Fix new_error_helpful suggestions
Previously, cases like those in https://fxbug.dev/373449734 would result
in output saying "Consider using making ..." because of a mismatch in
the generic text and the individual suggestions. Remove "using " from
the generic text and modify one suggestion as appropriate by making it
consistent with the phrasing of a similar suggestion.
