[roll] Roll fuchsia [amlogic-display][vim3] Disable panel power control.

Panel power control doesn't work correctly on VIM3, so we
disable it for now.

Test: fx shell "display-tweak panel --power off" returns error on VIM3,
      but works on astro/sherlock/nelson.

      but works on astro/sherlock/nelson.
