[roll] Roll fuchsia [debugger] Refuse to start Console on non-TTYs

zxdb's console could be confused when things like `ffx debug connect &`
are sent to the shell's background. This will outright deny this cases
where there is no TTY attached to the process, rather than hanging on a
`tcsetattr` call.

In the future, we can further improve this by handling SIGTTOU which is
sent when we try to take actions on a non-TTY instead of refusing to
start outright.

For now, this helps agents not get stuck trying to run `ffx debug
connect` in the background without a TTY.

`fx test` is updated here to pass control of the tty to zxdb when
running with the debugger.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
