[roll] Roll fuchsia [zircon] Increase timeout of kernel-unittests-boot-test-bypass-debuglog test

kernel-unittests-boot-test-bypass-debuglog runs with the
kernel.bypass-debuglog command line flag. This means that every log line
is printed synchronously to the serial port, bypassing internal
buffering. Trapping into the QEMU emulator for every character/line
significantly slows down execution. If a recently modified or newly
added test logs excessively, it may push total test time past the
10-minute threshold.

This change updates the build templates to support customizing test
timeouts and increases the timeout for this specific test target. We
will verify the loss of flakiness by running this test repeatedly
overnight to determine if it flakes with these changes.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
