[roll] Roll fuchsia [honeydew] remove "--isolate-dir"

ffx has all the flags in place to run in an isolated fashion, so there
is no more need to use the "--isolate-dir" argument (and in fact it will
conflict with the "--strict" flag when that is passed).

Note that `FfxConfigData` still retains the isolate-dir, because it is
also used in constructing a Fuchsia Controller object. Eventually we may
want to remove isolate dirs from FC as well.
