[roll] Roll fuchsia [netlink] Address nduseropt multicast group flake

This fix falls into the category of "can't hurt" -- I'm fairly certain
what's going on is that the RA managed to make it to NS3 before IPv6 was
enabled (see bug comments for analysis) but I haven't been able to repro
it myself (1000 local runs with throttled emulator).

This change waits to see an RS as a proxy for IPv6 enablement; I ran
this one 1000x as well and it at least doesn't introduce any new flakes.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
