[roll] Roll infra/recipes [toolchain] Explicitly set lld as linker on mac.

When using Fuchsia's clang toolchain on mac, by default it will
invoke the lld toolchain. However, LLVM cmake configuration cannot
reliably detect that and causing linker error. This patch mitigate
this issue by setting lld explicitly.
